Executive summary

The public university with the most active applied AI research presence in the country. Two consolidated lines: the Research Center on TIC (CITIC) works on AI integration into the software lifecycle, and the Development Observatory (CIOdD) coordinates Costa Rican participation in Erasmus+ Ethical AI: Educate and Innovate (No. 101179117), with concrete outputs in ethics governance toolkits for teaching and institutional policies.

Adoption lessons

UCR is the only Costa Rican academic institution with verifiable AI outputs linked to European frameworks (Erasmus+) and indexed academic production. It is the natural bridge to fill the role of the National AI Center of Excellence promised by ENIA and not yet operational. Its value lies in governance and training, not at-scale operational systems.
