An inter-institutional MICITT, MTSS and INA project to strengthen the National Employment System platform and prepare the integration of one or more artificial intelligence engines. What is confirmed

  • MICITT, MTSS and INA signed the inter-institutional agreement on February 12, 2025. It organizes the project into three stages; MICITT leads the first and INA takes a central role in the following two.
  • Procedure 2024LE-000011-0009300001 was awarded to WCC Group B.V. for CRC 169,952,000 for stage I design and planning, not to develop or operate the AI engine.
  • INA's Board approved an addendum to fund approximately CRC 115.3 million of the first stage; the reviewed sources do not establish that the full transfer was executed.
  • The 2025 Brete Strategy annual report, published in 2026, reports that the first stage was nearing completion and had established technical and conceptual foundations.

What could not be determined

  • The model, algorithm, vendor, final architecture and data sources for the eventual stage II AI engine were not identified.
  • No stage II procurement or start was established, nor was current AI-based profiling or job matching on ANE.cr or Brete.cr.
  • No acceptance criteria, quality metrics, bias audits, human-review rules, outcomes or complete personal-data safeguards were published.

  • Were all stage I deliverables received and accepted, and what architecture or roadmap resulted from the diagnostic work?
  • Is there a stage II procurement identifying the AI engine, its vendor, data, quality testing and bias audit?
  • What AI functions, if any, are currently available to people and employers on ANE.cr or Brete.cr?

Context

The project is divided into three stages. The procurement awarded to WCC Group B.V. covers only stage I design and planning; stages II and III cover development, implementation, operation and sustainability. In June 2025, INA expressly stated that the platform did not yet have the AI engine. An MTSS report published in 2026 says that the first stage was nearing completion. The public transition from ANE.cr to Brete.cr does not by itself demonstrate an operational AI feature.
